[文/观察者网 陈思佳]当地时间7月3日,美国总统特朗普与俄罗斯总统普京通电话,讨论了俄乌冲突、中东局势、美俄双边关系等议题。但特朗普在会谈后抱怨说,在乌克兰等问题上,通话“没有取得任何进展”,他对此感到不满。
据俄罗斯塔斯社报道,对于特朗普的表态,俄罗斯总统新闻秘书佩斯科夫4日回应说,俄方密切关注特朗普的所有声明,但实现“特别军事行动”的目标关乎俄罗斯的利益。
佩斯科夫称:“当然,我们非常关注美国总统的所有言论。”他补充说,普京在与特朗普的通话中重申,俄方希望达成“特别军事行动”的目标,最好是通过政治和外交途径实现,“但由于现阶段还无法做到这一点,因此我们会继续行动。”
佩斯科夫表示,俄方正在等待下一轮俄乌谈判的时机,“总统(普京)告知美国总统,目前我们正在等待双方商定第三轮直接谈判的日期。”
此外,佩斯科夫强调,俄美两国领导人有必要举行会晤,但需要做好相应的准备。他指出:“这样的会晤是有必要的,双方都有这样的共识。普京总统和特朗普总统都表达过会晤的意愿,但这种会晤必须先经过充分的准备。”
普京和特朗普3日进行了一次通话,这是特朗普重返白宫以来,两国领导人第六次通话。俄总统助理乌沙科夫通报称,通话持续近一个小时,涉及俄乌冲突、中东局势、美俄双边关系等议题。
关于乌克兰问题,特朗普在通话中再次提出尽快结束冲突的议题。普京则表示,俄方仍寻求通过政治谈判解决冲突的途径。

Putin informed Trump of the progress made in implementing the humanitarian agreement reached during the second round of direct negotiations between Russia and Ukraine, emphasizing that Russia is willing to continue negotiations.
Putin also stated that Russia will strive to achieve its “special military operation” goals, eradicate the roots of the current situation and confrontation, “Russia will not give up these goals.”
Trump, in a media interview later on the 3rd, mentioned his conversation with Putin and responded that there was “no progress” in the call. He also complained, “I am very disappointed with today’s call with President Putin. I feel he was distracted, and I am very disappointed. I think he does not want to stop the conflict, which is too bad.”
On July 3rd local time, Trump was interviewed by the media.
Russian media “RIA Novosti” pointed out that Trump positioned himself as a mediator in the Russia-Ukraine conflict, seeking to facilitate a ceasefire and restore U.S.-Russia relations. Russia and Ukraine have conducted two rounds of direct negotiations, agreeing to exchange prisoners but failing to reach an agreement on a ceasefire and ending the conflict.
On July 4th local time, Trump also had a phone call with Ukrainian President Zelenskyy, discussing military aid for Ukraine among other issues. According to The Washington Post, Zelenskyy announced on social media that both sides agreed to “commit to strengthening airspace protection over Ukraine,” and discussed the possibility of “joint production of weapons.”
The American news outlet Axios cited sources saying that the call lasted about 40 minutes, during which Trump expressed his intention to support Ukraine’s air defense capabilities. Ukrainian officials revealed that both sides agreed to meet with U.S. and Ukrainian teams as soon as possible to discuss air defense and other weapon supply issues.
On July 1st, the U.S. government announced that it had suspended certain military aid to Ukraine.

Sources familiar with the matter have revealed that, due to concerns over the low stock of American artillery shells, anti-aircraft missiles, and precision-guided weapons, the U.S. Department of Defense made a decision to suspend military aid at the beginning of June but it has not yet taken effect.
However, this decision caught Ukraine off guard. On the 2nd, the Ukrainian Ministry of Foreign Affairs announced the summoning of senior diplomats from the U.S. Embassy in Ukraine to discuss matters related to military assistance and defense cooperation. The Financial Times noted that Russian forces are intensifying their summer offensive against Ukraine, launching large-scale airstrikes on targets within its territory, and Ukraine is eager for the United States’ Patriot missile defense system.
Regarding the suspension of certain U.S. military aid to Ukraine, Peskov stated on the 3rd that Russia is closely monitoring the situation regarding Ukraine’s weapon supply and has noticed the issues arising from U.S. military aid to Ukraine. Peskov said: “The closer the number of missiles being transported from abroad to Ukraine, the sooner the ‘special military operation’ will come to an end.”
