It has been learned that on July 2nd, local time,

at least temporarily prevented the bill from reaching its final passage stage.
It is reported that Speaker of the House Johnson needs to persuade at least one Republican opponent to pass this procedural step. These four opponents currently all voted against it, but they could still change their minds.
