据新华社北京7月13日电 应朝鲜外务省邀请，俄罗斯外长拉夫罗夫11日晚抵达元山葛麻机场，开始对朝鲜进行访问。12日，朝鲜劳动党总书记、国务委员长金正恩会见拉夫罗夫。当天，拉夫罗夫与朝鲜外务相崔善姬举行第二轮俄朝外长级战略对话。
同金正恩“长时间密谈”
据俄罗斯外交部网站消息，拉夫罗夫12日在朝方举行的招待会上说，他当天与金正恩进行了“长时间、坦诚和保密的谈话”。他未透露更多细节。
俄外交部网站公布了一段长约五分钟的会见视频。画面显示，拉夫罗夫同金正恩见面后握手寒暄。
拉夫罗夫说：“金正恩委员长，很高兴见到您。”
金正恩说：“您最近一直在积极推行外交政策。我认为在元山这里与您会面是最好的，而不是在平壤，因为这里是一个休息的好地方。您是我们度假村接待的第一位外国客人。很高兴我们在这里见面。”
拉夫罗夫说：“我们的大使应该是第一个。他对这里评价非常高，我无法拒绝您的邀请。”

According to the KCNA, Kim Jong Un and Lavrov exchanged views on a series of important issues aimed at faithfully fulfilling the agreements reached at the Pyongyang summit in June 2024. Kim Jong Un stated that both countries have a unified view on all strategic issues, which aligns with their “alliance relationship” and reflects the “high strategic level” of their relations.

Both sides clearly expressed their determination to resolutely safeguard their core interests, vigorously promote the comprehensive expansion and development of bilateral relations, and continuously benefit people and create a bright future.
Kim Jong Un: He believes that North Korea and Russia will respond proactively and positively to the rapidly changing international geopolitical situation. The mutually coordinated diplomatic stance between the two countries will make a positive contribution to ensuring regional and global peace and security.
Lavrov: Russia and North Korea will “further strengthen strategic and tactical cooperation and common steps” on the international stage.
Kim Jong Un: North Korea is willing to unconditionally support and lend its voice to the Russian leadership’s “every measure taken to fundamentally resolve the situation in Ukraine.”
Lavrov answered 11 questions.
According to the Russian Foreign Ministry website, Lavrov told Kim Jong Un that this three-hour-plus strategic dialogue between the Russian and North Korean foreign ministers was “substantial, focused, and fruitful.” Both sides comprehensively discussed bilateral issues, including preparations for the next government-to-government trade, economic, scientific, and technological cooperation committee meeting scheduled for the end of this year, as well as a wide range of issues related to cultural and humanitarian cooperation.

拉夫罗夫在对话结束后，就俄朝关系等回答了11个问题，主要包括：
——两国领导人何时将再会见？
答：普京和金正恩保持经常接触，经常交流信息。下次交流的时机将由两位领导人决定。时间和地点将由他们直接商定。
答：随着2024年6月俄朝签署《全面战略伙伴关系条约》，俄朝在经贸、人文等领域的合作取得积极进展。双方还将恢复海上航线，积极推动旅游业发展。
——朝鲜士兵对俄收复库尔斯克州作出贡献，会否参与其他地区作战？
答：这是朝鲜领导人金正恩提议的，俄方予以响应，我们没有理由拒绝这种展现团结的真诚之举。朝方自主决定《全面战略伙伴关系条约》的落实形式。
——如何看待朝鲜半岛问题？
答：俄朝双方均认为，朝鲜半岛问题悬而未决对东北亚地区总体局势和地区各国平等互利合作造成负面影响。域外势力试图在亚太地区组建“狭隘的集团联盟”并推进北约基础设施建设是“危险的”。
——如何看待“志愿联盟”组建多国部队“保卫乌克兰”？
答：我们对此没有特别的兴趣。对于那些在国际舞台上寻求关注的人提出的各种幻想，我们不会认真对待，也不会去讨论。
